Discussion
 
This section talks about securing the secrecy and sanctity of the ballot.

Section 2: the congress shall provide a system for the secrecy and sanctity of the ballot as well as a system for absentee voting by qualified filipinos abroad.

The congress shall also design a procedure for the disabled and the illiterate to vote without the assistance of other persons.Until then, they shall be allowed to vote under existing laws and such rules as the commission on Elections may promulgate to protect the secrecy of the ballot. 

This provision also covers the electoral process for absentee voters overseas since it focuses on the secrecy and sanctity of the ballots. In this case, securing the confidentiality of the said ballots should be tighten as sanctity and secrecy are being stated in this article of  Philippine Constitution. Comelec looks for better alternative ways in prevailing the said provision in section 2 in order to have clean election despite of having absentee voters overseas. Now, an issue to be discussed would show much more of this provision's application.

Real/Contemporary Issue


The Commission on elections (Comelec) on Monday opposed proposals to have ballots downloadable over the internet for Filipinos abroad who will cast their votes as overseas absentee voters.

Comelec Commissioner Armando Velasco said ballot secrecy might be if downloadable ballots are included in amendments proposed for Republic Act 9189 or the Overseas Absentee Voting Act 2003.



"There ia a violation of the sanctity of the ballot and questions on security." he said in a joint hearing by the House committee on suffrage end electoral reforms and the House committee on foreign affairs Monday morning.

Opinion

Downloadable ballot is a risky thing to be implemented in the amendments proposed for the Republic Act 9189 or the Overseas Absentee Voting Act of 2003.
Even how expert the "admin" (the development team on enhancing or developing the downloadable ballot) is, someone would really have the capability to broke the security of the said ballots since this is already a high-tech generation wherin hackers are everywhere.

The Commission on Election just did the right thing in opposing the said proposal of implementing the downloadable ballots. By just thinking about it, one cannot deny the fact that this kind of proposal would result into a wide case of leakage or cheating. In that kind of possible concequences, our country would be meeting again its downfall as always.

However, looking on the other side of the stick, this Internet Voting would be considered as effecient way for both parties if and only if that could be a "CLEAN" voting and full proof.
